Speaking to French radio station France Inter, European Union Internal Market Commissioner, Thierry Breton, said that European institutions and member-states have been as complicit in Ukraine’s war effort as the United States.

Contrary to what many believe, the commissioner claims that the Americans are not Ukraine’s biggest donors.

According to the Kiel Institute, a German think tank, from February 2022 to May 2023 the United States has provided almost 71 billion euros to Ukraine. Members and institutions of the European Union have given a total of 68 billion euros.

In terms of humanitarian aid, the European Union gives twice as much as the United States: 7.6 billion euros compared to 3.6. On the other hand, the United States has given Ukraine much more military aid: 43 billion euros compared to 28 for the Europeans.

In terms of financial assistance, such as loans and aid, the European Union has given 33 billion euros, while the United States has contributed 24 billion euros.

However, some European governments make financial donations to Ukraine very large in relation to the size of their economy. At the top of the relevant list are Estonia, Latvia, and Lithuania.

Yet the available data only go back to late May. Since then, the United States has announced a new military aid package worth almost €449 million.
