Program THORAX | The New Operational AI-Driven System for National Defence and Security

The Ministry of National Defence and the Ministry of Development and Investments have signed a contract for the THORAX programme with the project contractors NOVA ICT and Cosmos Business Systems.

Ensuring real-time situational awareness across the country—at any moment—and enhancing the coordination and synchronisation of forces and assets operating across different regions of Greek territory, at both inter-branch and inter-ministerial levels, is a critical necessity and a major technological challenge.

THORAX (Trellis Holistic & Hybrid Operational Ruggedized Autonomous eXemplary) is a scalable, holistic, and hybrid operational system designed to enhance security, defence, and crisis management processes.

The THORAX system will integrate advanced information networks based on artificial intelligence and Machine-to-Machine (M2M) Learning (MML), providing a comprehensive information and data analysis framework.  Its objective is rapid, real-time decision-making at a governmental level, with the flexibility to adapt to emerging threats and situations.

The Ministry of National Defence and the Ministry of Development and Investments had previously signed a Memorandum of Cooperation in 2020. A few days ago, they formally signed the contract for the THORAX programme.

The programme will be funded through the Recovery and Resilience Fund, with a budget of €48,950,000. It is expected to involve numerous high-tech companies and research centres, ensuring the development of a comprehensive, reliable, and scientifically robust solution.

The THORAX Programme is an integrated information system designed to support decision-making by the Hellenic Armed Forces. This system gathers data from all available sensors, including radars, aerial and ground-based assets, UAVs, observation posts, and electronic surveillance tools. It consolidates intelligence from multiple agencies, not just the Armed Forces, but also the Hellenic Police, Coast Guard, and Civil Protection authorities.

The system then categorises, prioritises, and processes this data, producing a sophisticated intelligence output. By leveraging Artificial Intelligence, it ensures that relevant information is optimised and delivered to the appropriate level and institution for real-time decision-making. Additionally, THORAX enhances operational coordination by seamlessly integrating automated decision-support processes.

The “Thorax” programme establishes both the infrastructure and framework for comprehensive data collection, cross-agency evaluation, and real-time intelligence sharing. It enables decision-makers to respond effectively to a wide range of security challenges, including military threats, organised crime, human trafficking, smuggling, and emergency situations.
