Vladimir Putin traveled to Kyrgyzstan on his first trip outside Russia since the International Criminal Court issued a warrant for his arrest.
The Russian President was in the Central Asian country as part of the Summit of the Commonwealth of Independent States. This is the name of the union of the countries of the former Soviet Union.
Putin can travel to Kyrgyzstan, as it is a country that has not signed the founding declaration of the International Criminal Court.
The warrant issued against the Russian President for allegedly abducting children from Ukraine and transporting them to Russia obliges any country bound by the International Court of Justice to immediately arrest him.
At the same time, the parliament of Armenia, a member state of the Commonwealth of Independent States, ratified the declaration of the International Court of Justice.
Prime Minister, Nikol Pashinyan, is not attending the Summit in Kyrgyzstan, indicative of Armenia’s strained relations with Russia.
