The European Investment Bank (EIB) has agreed on a series of measures to further boost investment in security and defence, as well as in critical raw materials.

The possibility of developing an international observation organization in Karabakh was raised, since in addition to the US, German Foreign Minister, Annalena Baerbock, also called on Azerbaijan to allow international observers to enter Karabakh.
Earlier, US Secretary of State, Anthony Blinken, in a telephone conversation with the President of Azerbaijan, Ilham Aliyev, emphasized the need for security guarantees and protection of the rights of the people of Karabakh.
Matthew Miller, a spokesman for the US State Department, said that the precise deployment mechanisms of the international observer mission in Nagorno-Karabakh are being discussed with allies and partners in the region. He has yet to specify what that might be, as discussions are not over yet.
Miller noted that Aliyev assured Blinken that there would be no military operations in the future and that he was ready to accept an observation mission, while the US expressed hope that the latter would keep his word.
Also, Blinken noted the need for Azerbaijan to refrain from further military operations in Karabakh, ensure unimpeded access to humanitarian aid and that they can live safely in their homes and that their rights will be protected.
According to Matthew Miller, Azerbaijan has agreed to the presence of international observers in Karabakh. According to Aliyev, measures are currently being taken to ensure all the rights of the Armenian population on the territory of Azerbaijan, like any other national minority, in accordance with the country’s legislation and international obligations.
The head of the EU’s foreign policy service, Josep Borrell, said that it was necessary to urgently ensure access to international humanitarian aid in Nagorno-Karabakh. The EU has announced additional aid and is ready to do more. France also supports the deployment of an international observer mission in Nagorno-Karabakh.
