The Plenary Session of the Parliament, by a resolution unanimously approved, condemns the Russian invasion in Ukraine and calls for an immediate ceasefire and the withdrawal of Russian troops from Ukrainian territory.

At the same time, as stated in the resolution, it supports the sovereignty, independence, and territorial integrity of Ukraine within its internationally recognized borders and stands for the principle of respect for international law, the independence, sovereignty, and territorial integrity of all states.

The resolution further stresses that the Russian Federation’s recognition of the Donetsk and Luhansk regions as sovereign and independent states constitutes a violation of the principle of territorial integrity of the states, a withdrawal from the Minsk Agreements and emphasizes that respect for and non-interference in their internal affairs is a cornerstone of jus cogens.

The Parliament emphasizes that the continuous and systematic violation of human rights in these areas, wherever it comes from, is a substantial violation of the Minsk agreements. Moreover, it expresses its concern that the intense militarization and geopolitical confrontation being developed in the region poses a threat to security and peace in Europe and internationally.

The urgent need to return to dialogue within the framework of the Minsk Agreements, but also any additional diplomatic initiatives, which could lead to the de-escalation of tensions and the peaceful settlement of the crisis in Ukraine, are also underlined.

Impact on the Cyprus problem

In the resolution, the Parliament also condemns the provocative and hypocritical attitude of Turkey to condemn the illegal and unilateral declaration of independence of the breakaway territories of Donetsk and Luhansk from the Russian Federation, when it recognized the Republic of Cyprus as a so-called independent state.

It calls on the European Union to show consistency and consequently the same attitude it has shown towards the Russian Federation and to Turkey regarding the 47-year occupation of 36.7% of the Republic of Cyprus and the promotion of illegal activities aimed at expanding the settlement in the enclosed area of Famagusta.

Also, it calls on the international community to abandon its policy of selective sensitivity and the discriminatory invocation of international law, which undermines international legitimacy and allows the so-called law of the powerful to prevail. At the same time, the community is called on to end its selective sensitivity to international problems and take substantial action regarding the growing challenges posed by occupying Turkey to the detriment of the Republic of Cyprus.

It also reaffirms its readiness to assist, in the context of parliamentary diplomacy, international efforts to return to negotiations, with the aim of restoring stability and lasting peace and security in Ukraine and, consequently, on the European continent.
